The CPDC Assembly of members is its highest decision making body. CPDC’s thematic priorities are therefore driven by the needs and concerns of its members. The assembly elects a Board of Directors to manage and monitor its programmes between assemblies. The Board functions through Specialised Committees each of which works to enhance an aspect of CPDC’s institutional capacity to deliver its programme.

The hub of implementation of CPDC’s Programmes is the Regional Secretariat. CPDC’s membership is comprised of regional and national NGO networks of peasants, small farmers, women, youth, Indigenous People, rural populations, Rastafari and other faith-based organizations, located across CARICOM. CPDC also has networking partnerships with organizations of persons with disabilities, artisans, micro entrepreneurs, human rights, and workers.
