The Caribbean Policy Development Centre through the support of the European Union undertook a three-year project titled, Support to Facilitate Participation of CARIFORUM Civil Society in the Regional Development and Integration Process which was implemented from January 2016 to November 2018.
Good project management practices dictate that project evaluation is a valuable tool for organisations seeking to strengthen the quality of their programs and improving the outcomes for the beneficiaries they serve. As a result, the CPDC is desirous of contracting a Consultant to undertake an evaluation of the three-year project. The Consultant will review the initial project plan along with the project outputs, outcomes and impacts to determine the extent to which the project has been successful and to provide key recommendations to improve future project implementation and delivery.

Q) Will the project information including project plan, evaluation indicators, baseline information, target information, project execution information and project monitoring reports be available from the CPDC Office?
A) All of the necessary information which would enable the Consultant to successfully complete the assignment will be readily available from the CPDC.
Q) Would the Consultant be expected to conduct primary and secondary research in all of the countries in which the project was implemented?
A) We would not expect the Consultant to cover all of the countries but instead propose a smaller sample of countries in their submission.
Q) Is there a specific sequence of countries which the Consultant is required to visit during the course of the assignment?
A) This decision will be left to the Consultant and should be included as part of the proposal.
